This Standard defines the band classes of the Terrestrial Mobile Multimedia Multicast Forward Link Only interface standard for 1 and 3, It also defines methods of measurement and minimum performance characteristics for Forward Link Only transmitters to the extent that they supersede or supplement those provided in 4. For the purposes of this specification, 'transmitter' shall include any necessary output filter(s) that must be employed to meet any part of this specification. This standard shares the purpose of 1, 3 and 4 by ensuring that a Forward Link Only transmitter can provide service in any system that meets the compatibility requirements of the aforementioned references. Compatibility, as used in the connection with this standard and 1, 3 and 4, is understood to mean that any Forward Link Only transmitter is able to transmit multicast service information that can be received by any Forward Link Only device. Test methods are recommended in this document; however, methods other than those recommended may suffice for the same purpose. This compatibility Standard is based upon spectrum allocations that have been defined by various governmental administrations. Standard 4 provides specifications and measurement methods for Forward Link Only Transmitters. Those wishing to deploy systems compliant with this standard should also take notice of the requirement to be compliant with the applicable rules and regulations of local administrations.
