The scope of this guide is to investigate the methods, practices, and requirements of both users and suppliers, and to promulgate a systematic and coordinated approach for development of specifications for turnkey substation projects. This guide should be used in conjunction with the applicable standards, some of which are listed in Annex B. If the guides or standards are superseded by an approved revision, the latest revision shall apply.
